This document has been built to outline the preferred approach to plan for financial and operational sustainability for IFIWatchnet going forward. It provides not only the selected funding approach but also outlines prior funding rounds.

IFIwatchnet supports the coordination of organisations monitoring the international financial institutions and works together to amplify their voices.

[edit] History of IFIWatchnet

IFIwatchnet has been established to build on the impressive array of networks and communications tools on the IFIs. Discussions about how to enhance existing approaches were started in London in early 2000, then pursued with a wide range of international organisations on the back of a series of meetings. A report was commissioned by the Bretton Woods Project to examine how civil society groups monitoring the IFIs communicate with each other and set out new options for the future. IFIwatchnet began its pilot year in February 2003. We have just finished year two. IFIwatchnet now claims over 60 participating organisations from nearly 30 countries. In the Spring of 2007 it began a transition from a model solely based on representation of regionally identified representatives of organizations and began to embrace a

[edit] Organisational structure

Bretton Woods Project hosted IFIwatchnet in its initial two years. This central administrative role is now assumed by Instituto del Tercero Mundo (ITeM) in Uruguay. The Project Officer is located at the offices of the Project Host. Animators participate on a part-time basis. Every attempt is made to ensure deep regional engagement from all parts of the world (hosted by a key regional NGO network hub.) They facilitate outreach and support participation in the network. A steering group exists with members drawn from a key participating organisation in each of the five regions.

[edit] Rationale of IFIWatchnet

IFIWatchnet is a loose network of individuals and organizations focused on ..... It provides a vehicle for larger advocacy organizations focused on specific issues or based in a specific region to engage with a global set of actors and activists. For activists it provides a way to participate in the advocacy around development issues.

[edit] Purpose for funds for 2008 / 2009

  • Extended support for network strengthening activities at a regional level in the South; increasing focus on regional development banks and supporting networking around their meetings.
  • Refine existing communications tools and develop new tools according to participants’ priorities: advocacy tools, automated data sharing between participants’ sites, improved multi-language interface, and further develop tools to allow participants to quickly establish campaign websites.

This is being sought to generate income for IFIWatchnet but could also serve to provide a way for member organizations that are not keen on paying membership fees to subsidise the website and obtain direct benefit. Advertising would be sought from NGO organizations as well as those whose objectives are congruent with IFIWatchnet

  1. Develop list of members
  2. Develop list of philanthropic organizations to be approached
  3. Develop schedule over which members, partners and potential funders should be approached: Sigrid Rausing has funded another year's development of the video section - http://www.ifiwatch.tv - in early 2008, which may be a sign of an increasing interest in this area (Hivos turned down a similar bid). Of other funders, Oxfam-Novib is a strong supporter of Southern civil society capacity building. Bilateral donors (DFID, SIDA, EC, etc.) might be tapped, but this is an arduous process with very little guarantee of success.
